WC2 is theatre ground, and theatre ground has two rush hours nobody plans for. The streets around Covent Garden, the Royal Opera House and Leicester Square fill twice each evening, Seven Dials funnels seven roads into one point that no van enjoys, and the Strand and Kingsway carry buses continuously. Very little of what we do here happens at a kerb; most of it happens in a car park under a building, or after the car has been moved somewhere it is allowed to stand.

Charing Cross Station, Embankment and Trafalgar Square are surrounded by restrictions that leave no legitimate standing space. Pedestrian zones around Covent Garden have timed vehicle access, and those times are enforced.
