The cars are parked below buildings rather than on the street, which means the flat tyre is usually discovered in a basement car park with poor light, a low ceiling and a ramp that a recovery vehicle cannot follow the car down. Around Blackfriars, Cannon Street and Mansion House the surface traffic is constant and the standing space is effectively nil.
